Scope and background:

The 5th Workshop on Regulatory Challenges in the Electronic Communications Market is organized within the scope of the 13th International Conference on Telecommunications – ConTEL 2015 in Graz, Austria. It is a full-day event comprising a section consisting of peer-reviewed regular papers (conference “special session”), and a round table entitled “The role of the national regulatory authority in the implementations of the Digital Agenda for Europe”. The workshop is open for submission of full papers to the special session and short contributions to the round table, to address a broad range of topics related to regulatory aspects of electronic communications networks and services, and the implementation of the Digital Agenda.

The topics of interest include:

  • Best regulatory practices related to Next Generation Network
  • Investment in access networks
  • Broadband ecosystem for rural areas
  • Internet and Internet-driven services
  • Regulatory aspects of Internet of Things and Machine-to-Machine Communication
  • Cloud computing regulatory challenges
  • Exploiting Digital Dividend
  • QoS and QoE in Next Generation Network
  • Accessibility, inclusion and choice for disabled end-users
  • End-user protection and privacy
  • User rights and data protection

The series of workshops on regulatory challenges in the electronic communications market was initiated at the SoftCOM 2011 International Conference on Software, Telecommunications and Computer Networks. The workshop was initially named “The Electronic Communications Regulatory Challenges – Experiences from the Looking to the Future 2020 Project,” referring to the collaborative project led by the Croatian Regulatory Authority for Network Industries HAKOM, and involving several Croatian universities, as well as representatives of telecommunication industry and network operators. The 2015 workshop will be the first to use an international venue, aiming to strengthen the international dimension of the workshop series and to reach out to a broader audience.

Round table contributions:

Prospective authors are invited to submit an abstract (up to 500 words) for round table presentation and discussion. Abstracts must be submitted electronically through EDAS, using the dedicated workshop track (http://edas.info/newPaper.php?c=18375&track=70489).

Contributions for the round table will be reviewed by the Workshop steering committee. Abstracts accepted for presentation will be published in the Workshop Book of Abstracts.

The submission deadline for abstracts for round table presentations is May 31, 2015.

Final contributions for the round table should be prepared according to Book of abstracts template and uploaded as described in final paper submission.

Submission of research papers:

Prospective authors are invited to submit novel, previously unpublished full papers (8 pages), addressing the topics of interest, for consideration for the special session, which will be presented within the ConTEL conference and workshop joint programs.

Full papers submitted to the special session will be peer-reviewed according to the rules for the main conference. Accepted and presented papers will be published in the conference proceedings and submitted to IEEE Xplore as well as other Abstracting and Indexing (A&I) databases.
