Information and Communication Technologies for Crisis & Disaster Management

Summary

Authors are invited to submit manuscripts that present original unpublished research on using ICTs for all phases of the disaster management cycle (prevention, preparedness, response and recovery). This special session aims to bring together experts from academia, industry, governments and practitioners who are involved in emergency services, ad hoc planning, disaster recovery, etc., to learn about the latest research developments, share experiences and information about this area and develop recommendations. In this way, this special session will provide a forum for supporting and encouraging both academic researchers and practitioners involved in application focused research. Topics of interest include, but are not limited to, the following scope:

  • Communication infrastructures, technologies and services for crisis & disaster management
  • Coordination, collaboration and decision support technologies for crisis & disaster management
  • Data/information management and analysis for crisis & disaster management
  • Detection algorithms & advanced data post processing
  • Evacuation and rescue geo-planning
  • Geo-Information technologies for crisis & disaster management
  • Internet of things for crisis & disaster management
  • Interoperability of heterogeneous systems
  • Mobile and wireless communication networks
  • M2M communications management and operations
  • Public warning and alerting systems
  • Querying and filtering on heterogeneous, multi-source streaming data in crisis & disaster management

Background and objectives:

The goals of crisis & disaster management are manifold including the reduction or avoidance of potential losses from technological, naturalal or societal hazards. The assurance of appropriate measures for human, material, the economy and the environment affected by crisis and disasters are one of the main pillars in this domain, which are directly connected to the rapid and effective recovery from crisis and disasters. The objective of the session is to bring together academics and practitioners who are involved in emergency services, ad hoc planning, disaster recovery, etc., to learn about the latest research developments, share experiences and information about this area and develop recommendations for the use of Information & Communication Technology (ICT) to improve the efficiency in Crisis and Disaster Management.

Submission of full papers:

Prospective authors are invited to submit novel, previously unpublished full papers (up to 8 pages), addressing the topics of interest, for consideration for the special session. All papers submitted to the special session will go through the regular peer-review process. Accepted papers will be presented within the ConTEL program. Accepted and presented papers will be published in the conference proceedings and submitted to IEEE Xplore as well as other Abstracting and Indexing (A&I) databases.
