It is our pleasure to present this collection of papers for the Conference on Telecommunications ConTEL 95. In the last three years over 130 papers were presented on ConTEL, 800 participants coming from Australia, Austria, Bulgaria, Czech Republic, Federation of Bosnia and Herzegovina, Finland, France, Germany, Greece, Hong Kong, Hungary, Norway, Russia, Slovakia, Slovenia, Sweden, Switzerland, United Kingdom, USA and Croatia were attending the Conference.
This year 63 papers have been submitted in the response to the call for papers for the third ConTEL. The submissions were reviewed by the Scientific Program Committee which members were encouraged to obtain the additional reviews externally, so 31 reviewers have been included. Each manuscript was read by at least two reviewers. All reviewing was done "blindly", neither authors nor their organization were identified to any reviewer during the entire process and all the reviewers' suggestions were sent to the authors. Papers authored or co-authored by Program Committee members were handled with special attention.
The total number of 63 papers and over 150 reviewer's reports were processed. Finally, 49 papers were accepted for the Conference and 46 of them were arrived camera ready, on time to be included in this proceedings. In the first place we would like to thank all the authors who have submitted their works to the ConTEL 95. We would like to thank all the members of the Scientific Programme Committee and the reviewers for their effort and time, their criticism and readiness to help, to select the papers and to prepare the Conference.
Special thanks are addressed to the Program Committee secretary Rima Venturin. We would also like to thank Boris Kuhar, Nevenka Prhutka, Dr. Marijan Sasko, Gordana Sincek, Snjezna Sokcevic and Andjela Stimac-Kolak, who have contributed to the successful organization of the Conference.
